Alternative Budget and Cost Analysis of Alternative Approaches
Identify
alternative solutions or responses to the problem identified (provided in separate problem and solution
document). Then provide a budget and cost-effectiveness analysis. Finish
the paper by describing the proposed policy solution for the CEO, board, or
other leader in the organization. A major component is your ability to provide
a strong rationale for your recommendation. (20 pages plus appropriate tables and charts)
Detailed Outline
The
questions in parentheses are the questions that the executives who read your
report would ask themselves and should guide you as you write each
section. The text of the questions
should not appear in your headings.
Recommendation
(“What are you asking for?”)
Write one
sentence recommending your proposed policy solution followed by a brief
abstract (at an executive level) of both the estimated total cost and the
total effectiveness of your proposed policy solution.
Problem
statement (“What is the problem and what is the benefit of fixing it?”)

is the problem?

is the problem’s timeline, location, and trend?

What
is its impact?
·
Why
is this problem important and to whom? Or,
to put it another way, what are the potential benefits if you fixed this
problem and what are the consequences if you don’t?
Introduction of
Three Alternative Policy Solutions (“What are some ways to fix the
problem?”)
Briefly
introduce, at a high level, each of the three possible alternative
policies that you will be analyzing.
(Three alternative
solutions are provided in separate problem and solution document.)
Macroeconomic
Assumptions and Risks (“How did you get your numbers?”)
Your analysis
requires you to estimate costs and outcomes and discount those costs over
time. Explain, at a very high
level, the process(es) you used to calculate all of your costs, how you
know you didn’t miss any costs, what discount rate you used, and why. Also include any potential limitations,
delimitations, and risks that could cause your numbers to be
incorrect.
V.
Results
(“What would each alternative do and how much will it cost?”)
For each proposed policy solution,
Discuss the
relevant cost effectiveness data (tables are fine, but only include data
you intend to discuss).
Explain why
each solution is a good fix for the problem
Explain each
solution’s weaknesses.
End this section with an explanation of which
solution you recommend and why.
VI.
Summary
(“What are you asking for again?”)
Briefly restate the problem, your proposed
solution, its proposed cost, and the anticipated benefits, effectiveness, or
utility.
VII.
Appendixes
(“Show me your numbers.”)
Include tables of your complete cost
effectiveness analysis for each alternative policy solution. (template for analysis provided in separate
document)
